With the new scrapie law that will take effect 4/24/2019, no sheep or goat can leave one's premises unless it has a valid permanent ID. That includes Tattoo accompanied by Registration Certificate of an approved USDA registry or scrapie tag, or approved microchip.

With that, the animal needs to have breeder, previous and current owner names and contact information listed.
